HSE course levels explained, from 1-3 up to 4-5
A course built in steps
International HSE certification is structured in levels so that a complete beginner and an experienced supervisor can both find the right entry point. The levels build on each other, and most learners naturally progress upward as their roles grow.
HSE Level 1-3 is the foundation. It is designed for beginners and safety officers who want the international awareness required across global standards: risk assessment, hazard identification, incident response, and promoting a safety culture at work. If you are entering the profession or changing careers into safety, this is where you start.
Level 4-5 is for managers
International HSE 4-5 shifts from awareness to leadership. It is tailored for present and aspiring managers and supervisors who must implement health, safety and environmental practice strategically across a team, site, or department.
Managers taking this level learn how to build a safety culture, drive risk reduction programmes, and hold the level of accountability that senior roles carry. It suits supervisors moving up, HSE officers taking management responsibility, and project managers who own site safety.
Choosing your level
If you are new to safety, begin at Level 1-3. If you already manage people or safety systems and want the strategic level of certification, go straight to 4-5. Unsure which fits? Our advisors help you choose based on your role and employer's requirements, and we can discuss progression from one level to the next as your career advances.
